Brent Muchow

Experience
Mr. Muchow’s professional experience spans more than 40 years including being in responsible charge of a wide variety of municipal, construction, and private consulting work. He is currently semi-retired and engaged with consulting work for two minority owned business engineering firms along with a variety of other part time engineering and management assignments. Mr. Muchow’s fulltime assignments included:
- As Redevelopment Agency Manager for the City of Goleta (RDA) he assisted the RDA Director with general administration, with emphasis on implementing a major infrastructure capital improvements program including streets, highways, storm channels, and parks with an estimated cost in excess of $40 million.
- He was General Manager and Chief Engineer for the Hollister Ranch, a large community association with over 1000 owners located in Santa Barbara County, CA. He supervised a staff of 25 persons responsible for security, maintenance, and administration/engineering with an annual budget of $1.5M. The association includes over 100 miles of roads, numerous buildings and other infrastructure maintenance responsibilities.
- He was Manager of Construction Management Services for Flatiron Structure. Flatiron was the managing partner of Silverado Constructors, which was a joint venture partnership formed exclusively to construct the Eastern Toll Road (ETC). Muchow transferred to this company when the ETC project was completed in order to develop a construction management consulting services group and provide CM services to clients.
- Mr. Muchow was Manager of Permits, Utilities and Right-of-Way for Silverado Constructors, managing a team that successfully arranged for the relocation of over 150 utility line crossings, secured 1000 permits, and other property acquisition and R/W services necessary to deliver the fully documented highway right-of-way to Caltrans for the $1 Billion Eastern Transportation Corridor (ETC Toll Road) Project. This effort was often a key factor in the timely implementation of many of the critical stages of the ETC project which was opened to traffic more than a year ahead of schedule.
- He served as Deputy Chief Engineer for Transportation Corridor Agencies (TCAs) responsible for utilities relocation, right-of-way acquisition and community relations assignments. During this period Muchow facilitated the resolution of conflict issues between various member agencies and the TCA as well as between the TCA and other public agencies and community interest groups. The San Joaquin Hill toll road (State Route 73) was successfully implemented during this period.
- As Vice President for a medium sized (300 staff) consulting firm, Muchow developed a transportation-engineering group within NBS/Lowry. Clients included Caltrans, various Transportation agencies including the TCAs and numerous Cities and local government agencies.
- Mr. Muchow worked as the Director of Public Works for the City of Irvine. During a 15-year period he started and managed a department that ultimately grew to a staff of over 200, responsible for the funding, construction, maintenance and operation of the City’s major infrastructure systems and the City’s Transportation Program. Muchow also managed all construction and building inspection for the City through a subordinate building official. Irvine’s population grew from 15,000 to over 100,000 during this period. This growth provided a great number of challenges. Muchow served a key roles at the City of Irvine in the planning of the toll road transportation corridor routes, the formation of the TCA to implement the Corridors (toll roads), as well as serving on the City’s labor management team.
- As an engineer for the Orange County Road Department, Muchow served in the Planning, Design and Construction groups working on all phases of highway engineering in the Countywide area. Assignments also included administration of the Arterial Highway Financing Program. He held the position of Traffic Engineer of the County for four years.
