Experience
Mr. Martinez has over 34 years of management level experience working for City and County Government agencies. His special assignments have included:
Executive and senior level positions including: Deputy City Manager, Community Development Director, Assistant Community Development Director, Building and Planning Manager, and Chief Building Official positions.
Dave has a comprehensive understanding of municipal operations, with significant experience in Building and Safety, Planning, Land Use, Redevelopment, Housing, Public Works, Engineering, Economic Development, Project Management, Budget preparation, and capital projects.
Dave is a Certified Building Official, Certified Plans Examiner, and Certified State of California Energy Auditor.
Mr. Martinez has served on many California Building Officials (CALBO) committees and currently sits on the Building and Fire Advisory Committee and the Access Committee for CALBO. Dave has also served on many ICBO committees and has also served on the NFPA 5000 Building Code Development Committee (BCDC).
Dave is active in both the State and National Code development process. He has served on the CALBO Board of Directors and was President of that organization (CALBO) for the 1999-2000 year. He is a past President of the Foothill Chapter of ICC, and has been awarded the Building Official of the Year award twice.
He continues to be active with both ICC and CALBO. He teaches two (2) seminars for the State of California. The first seminar is for Disaster Preparedness and was developed for the Governor’s office of emergency services. The second seminar is for the State Fire Marshal’s office and is directed at Chapter 7A, Wildland Urban Interface code regulations. Dave also teaches several classes for CALBO.
In 2000 Dave was awarded Resolution No. 698 from the California Legislature Assembly for outstanding service. Additionally he was awarded a commendation for outstanding service from Governor Gray Davis. In 2003, Dave was awarded the California Building Officials Educator of the year award.
Dave is keenly adept at developing strong relationships with elected and appointed officials, community leaders, and coworkers.
Professional Background
Prior to joining Zucker Systems, Mr. Martinez worked for a variety of jurisdictions including the cities of Redlands, Claremont, Fontana, Big Bear Lake, Santa Rosa, and the County of Riverside.
