This review is based on a national survey conducted by Zucker Systems in 2005. The study found 75 likely current joint organizations, 17 former joint organizations, 7 metropolitan type organizations and 5 others. Twenty-five of the 75 likely organizations included detailed comments to an extensive questionnaire.
