Experience
Ms. Wilson has 20+ years of management level experience working for full-service and contract cities. Her specific assignments have included:

  • Executive and senior level positions including City Manager, Department Deputy Director of Community Development in charge of the Planning Division and a Division Manager for Environmental Services and Special Projects.
  • She has a comprehensive understanding of municipal operations, with significant experience in planning, land use, redevelopment, economic development, budget preparation, capital project design and construction, and human resources management.
  • She has consistently been selected to manage special high-profile and potentially controversial projects, such as:
    • Establishment of the foundations for creation of a municipal electric utility involving construction of a power plant, drafting of and lobbying for enabling State legislation, and identification of complex financing alternatives.
    • Development of a unique three-tiered residential architectural review process to address perceived small-lot "mansionization."
    • Managed complicated large scale multi-million dollar city and redevelopment agency facilities and infrastructure projects.
    • Streamlined multi-agency project entitlements in order to develop and achieve aggressive project milestones and schedules.
    • Provided professional land-use entitlement consulting services for complicated residential and commercial development projects. Assisted clients in navigation of the complicated maze of regulatory compliance.
  • Ms. Wilson is keenly adept at developing strong relationships with elected and appointed officials, community leaders, and coworkers, built upon the fundamentals of trust and honesty at all times. She is solution-oriented and enterprising in developing collaborative and creative approaches to achieve project and/or program objectives.
  • She is also skillful at developing cooperative working relationships with such California agencies as CalTrans, the Public Utilities Commission, SCAQMD, and the California Coastal Commission.

Prior to joining Zucker Systems, Ms. Wilson worked for a variety of cities including Bellflower, Beverly Hills, Bradbury, Cerritos, Rancho Palos Verdes, Rosemead, Tustin, and Sanger.

Education
Bachelor of Arts, Political Science/Public Administration from California State University Fresno.
Masters in Public Policy and Administration from California State University Long Beach.
Doctorate in Planning and Development Studies from the University of Southern California, coursework complete (dissertation in progress).

Other Background
Ms. Wilson is an enthusiastic public speaker with excellent writing and presentation skills for communicating complicated and often contentious issues to City Councilmembers, Commission and Board representatives, community organizations and residents, business groups and other stakeholders. She has also served several years as a Planning Commissioner.
